Do you think that young people may mopeds on the roads with L plates to ride?

For my part, and my main reasons are that they are a danger not only for themselves but for others by hanging on the bumper of peoples, societies that have the roads as shortcuts and bicycles seem to have changed to enable them faster than they should be, I had no right to put L-plates on my car at 17 and then the street .... In my own training with some of these idiots, basically they can go and wreak havoc on the streets.

I am in Luton and there are a lot of them on .... should probably not go into a position towards unattended.
